Citizen Report Cards JINJA, UGANDA

The mean of the overall democratic core values index is 0.45, indicating a mixed perception among
citizen’s on how well their democratic rights are fulfilled in accordance with the four core values of local
democracy. Similar surveys done in the region so far shows an average score of around 0.5, indicating a
marginally lower access to democratic rights in Jinja. The service delivery index is based on questions
about health care and has a mean of 0.60, indicating that citizens are slightly more satisfied with service
delivery. Both indexes show potential for improvement on both areas.
